By-Laws of Alpha Eta Rho

ARTICLE I - Name and Philosophy

Section 1. NAME.
This Fraternity shall be officially known as Alpha Eta Rho-Kappa Sigma Upsilon.

Section 2. PHILOSOPHY.
It is the philosophy of Alpha Eta Rho-Kappa Sigma Upsilon to exhibit a professional approach and attitude toward aviation. Alpha Eta Rho-Kappa Sigma Upsilon is not to conduct itself as a social Fraternity in any of the events it sponsors. However, this shall not exclude the Fraternity from promoting fellowship among its membership, nor should it prohibit the Fraternity from accepting invitations or requests from other organization, professional or social.

ARTICLE II - Chapter Officers, Their Powers and Duties

Section 1. PRESIDENT.
The president shall uphold and administer the laws and philosophy of the Fraternity. He or she shall preside over all meetings and organize all activities. The president will be the representative of the Fraternity to other organizations, departments, and faculty. It is also the responsibility of the president to delegate individual tasks or roles to the appropriate officer or committee. The president has authority to write checks on the Fraternity’s checking account without co-signature.

Section 2. VICE-PRESIDENT.
The vice-president shall assist the president in his or her duties and shall also substitute for the president in his or her absence. The vice-president shall be responsible for educating the pledge class.

Section 3. SECRETARY / HISTORIAN.
The secretary and historian shall be responsible for taking minutes at all meetings, keeping a list of membership, and keeping a history of all activities.

Section 4. TREASURER.
The treasurer shall be responsible for keeping all accounts in balance and maintaining records of all financial transactions. He or she has the authority to write checks on the Fraternity’s checking account without a co-signature.

Section 5. SAFETY OFFICER.
The safety officer shall give a short briefing at all regular meetings. He or she shall also be responsible for the safety at all Fraternity activities.

Section 6. PUBLIC RELATIONS OFFICER.
The public relations officer is responsible for publicizing all upcoming events, including meetings to the appropriate media.

ARTICLE III - Organization and Government

Section 1. TERM DATES.
The term shall consist of one year. To be amended at a later date.

Section 2. LAWS.
The laws of this Fraternity shall consist of the national by-laws and regulations of Alpha Eta Rho, Inc. and the by-laws of this local chapter. Any by-laws of the local chapter that conflict with the national by-laws will be considered null and void.

Section 3. MEETINGS.
The meetings shall be established upon the first meeting of the fall and spring semesters. Special meetings can be called at notice of 24 hrs to the rest of the members. Attendance of two thirds (2/3) or greater of all members constitute a quorum. All meetings will begin with a call to order followed by a reading of the minutes, a treasury report, general business, and a safety briefing by the safety officer.

Section 4. COMMITTEES.
The president may form individual committees as the need arises. Each committee formed will be assigned to the most appropriate chapter officer and will be disbanded after their task assigned is accomplished.

ARTICLE IV - Membership and Initiation

Section 1. QUALIFICATION FOR MEMBERSHIP.
All chapter members must be enrolled in nine credit hours to be eligible for membership. All chapter members shall maintain a minimum 2.0 or greater on a four-point scale.

Section 2. DEFINITION OF ACTIVE MEMBERS.
Active members shall be male or female students enrolled in, or having been enrolled in, at least 1 credit hour at Kansas StateUniversity-Salina, with a common interest in aviation. Members must attend at least eighty percent of all the meetings and functions (unless conflict with classes, work or if a commuter student) in order to be considered active. Active membership shall also initiated by another chapter, who are in good standing, and who have regularly affiliated with this chapter.

Section 3. DEFINTION OF ALUMNI MEMBERS.
Alumni members shall be those who were active members in good standing of Alpha Eta Rho-Kappa Sigma Upsilon, who have graduated from, or ceased to pursue regular courses in the college or university.

Section 4. DEFINITION OF ASSOCIATE MEMBERS.
Associate members shall be those in those in the local community that hold FAA certificate and that have demonstrated an interest in aviation and wish to participate in Alpha Eta Rho-Kappa Sigma Upsilon activities.

Section 5. DEFINITION OF PLEDGES.
A pledge is a Kansas State University student wishing to become an Alpha Eta Rho member. A pledge period shall exist from the beginning of the fall session until the last meeting of the fall session. During this time the pledges will be educated on and receive a copy of both national and local Alpha Eta Rho by-laws. Pledges will be exposed to and educated on local airport operations. Fraternity officers will observe and evaluate pledges during the pledge period and will recommend all suitable pledges for active membership during the last meeting of the fall session. All new pledges shall be accepted by a vote of the active members at this meeting so long as a quorum is present (if a quorum is not present, the vote will be held at the first meeting in which a quorum is present). Pledges are to pay both the National Alpha Eta Rho initiation fee and the local Alpha Eta Rho-Kappa Sigma Upsilon dues by the deadline as set forth in Article V, Section 1. Should a pledge not be voted into the active membership, the national fees will be refunded to the pledge but the local dues will be forfeited to the Fraternity.

Section 6. SUSPENSION AND RE-ESTABLISHMENT OF MEMBERSHIP.
Should any chapter member fall below the minimums set forth in these by-laws, their chapter membership shall be suspended for no less than on session (or the majority thereof.) To re-establish chapter membership, the suspended member shall show the chapter officers that the deficiencies that led to the suspension have been corrected and that all chapter dues have been paid for the time suspended.

ARTICLE V - Finances

Section 1. DUES.
Chapter dues are set at twenty dollars ($20) and are to be collected by the second regular meeting of the fall and spring sessions. The national initiation fee will be collected from each member in addition to the chapter dues this is a one time due for the national fees.

Section 2. EXPENDITURES.
Expenditures of Fraternity funds require majority approval of the membership. Supplies necessary for maintaining the Fraternity or supplies for an organized Alpha Eta Rho-Kappa Sigma Upsilon sponsored event can be purchased without a vote of the membership so long as a majority of the expenditure is reasonable.

ARTICLE VI - Official Insignia

Section 1. OFFICIAL COLORS.
The official colors of this Fraternity shall incorporate both national Alpha Eta Rho and Kansas State University colors. These colors shall be chrome yellow, black, purple and white.

Section 2. OFFICAL PATCH.
The official patch of the Fraternity shall show a resemblance to the national badge by incorporating a three-bladed propeller in black and chrome yellow on top of the Kansas State University Centerium surrounded by the schools colors of purple and white. The hub of the propeller shall bear the Greek letters AHP. A set of gold wings shall also be attached to the hub of the propeller.

ARTICLE VII - Amendments to the By-laws

Section 1.
These by-laws may be amended or suspended in whole or in part by the vote of three fifths (3/5) of the active members in either a regular scheduled or specially called meeting. However, the Fraternity shall be given notice in two consecutive meetings before voting on changes to these by-laws.

Section 2.
Any new penalty created by the adoption of these by-laws shall not be made retroactive to current and/or prior members as reflected by the revision date.
